About us
The Office of International and Cross-Strait Affairs, originally the "Academic Exchange Section" of the Office of Research and Development, was established in 2015. In September 2015, it became an independent first-level unit, which after organizational adjustment, was renamed "Office of International and Cross-Strait Affairs" and incorporated the original Office of Lifelong Education. The Office serves teachers and students and closely cooperates with international academic exchanges, including recruiting overseas students, strengthening the internationalization of the university, and enhancing its international reputation. The Office also serves as a bridge between the university and abroad, assisting teachers and students in participating in international academic cooperation and exchanges; and constructing an international exchange platform for the university.

What We Do:
The Office of International and Cross-Strait Affairs consists of three center and one program: the International Cooperation Center, the International Admission Center, the Chinese Language Instruction Center, and the International Foundation Program.
International Cooperation Center
- Establishment, Renewal, and Management of Sister University Agreements, International Liaison, and Reception of Distinguished Guests
- Promotion and Coordination of Dual Degree Programs
- Administration of Outbound and Inbound Exchange Student Programs
- Coordination of Short-Term Visiting Scholars and Exchange Professors
- Advising and Scholarship Administration for International Students
- Promotion of the New Southbound Policy Initiatives, Overseas Internships, and Study Tour Programs
- Administration of Cross-Strait Student Study Programs at the University
International Admission Center
- Administration of International Student Recruitment Operations
- Review, Approval, and Submission of Admission Regulations and Prospectuses to the Ministry of Education
- Organization and Participation in Overseas Education Fairs and International Recruitment Presentations
- Reception and Coordination for Visiting Partner (Sister) Institutions
- Administration of Scholarships for International Students
Chinese Language Instruction Center
- Provide level-based, structured Mandarin Chinese programs taught by qualified instructors, integrating language learning with the development of practical communication skills.
- Offer a wide range of cultural courses and festival activities (such as calligraphy, seal carving, and Tai Chi) to immerse international students in Taiwanese culture.
- Promote cross-cultural exchange through language partner programs, language exchange activities, and local community engagement with Fo Guang University and the Yilan community.
- Support international students in smoothly transitioning to university studies and life in Taiwan through diverse courses and comprehensive student support services.
- Advance domestic and international Mandarin teacher training programs and overseas Mandarin courses, expanding the global reach of Mandarin education while enhancing the University’s international visibility and recruitment appeal.
International Foundation Program
- Admissions & Recruitment: Global Outreach: Developing recruitment strategies and brochures for Southeast Asia (Vietnam, Indonesia, Philippines, etc.) via direct school channels.
Enrollment Services: Managing applications, registration, airport pickups, and scholarship processing.
- Mandarin Bridge Program: Preparatory Courses: One-year curriculum designed to help students meet TOCFL proficiency requirements.
- Financial Management: Handling MOE funding, budget allocation, and financial reporting for the program.
- Academic & Student Support for IFP: Legal Documentation: Assisting with Visas, Alien Resident Certificates (ARC), Work Permits, and National Health Insurance.
- Life & Career Guidance: Providing counseling, cultural activities, and industry-academic job matching.
- Student Records: Managing curriculum planning, enrollment status, and reporting systems.
